Continuing the tradition begun with this summer's ceremony, faculty are invited to march in the winter commencement ceremony on Friday, Dec. 19. Participating faculty will march in full academic regalia and will be seated on the stage. The ceremony is scheduled for 2 p.m. in the Chester Fritz Auditorium.

Because of the very limited space available in the Auditorium, the faculty will assemble in the lobby of Wilkerson Hall. Please report to Wilkerson by 1:30 p.m. Green Gown commencement marshalls will be on hand to guide you to your place in the processional.

University Letter will again be distributed via paper copies for those who requested it in a survey conducted earlier this fall. Distribution of paper copies will begin with the Friday, Jan. 9, issue, and will continue as long as funds are available. Two years ago, University Letter subscriptions were converted from paper copies to e-mail because of budget considerations, when the change in photocopy allocations was made from allocation quotas to actual dollars. Because of comments, we surveyed subscribers, who overwhelmingly requested a return to paper copies of University Letter. In order to save space, please note that articles may be edited, and that articles may run no more than twice.

George Schubert, Professor Emeritus and former Dean of University College, has been appointed interim Faculty Athletic Representative by President Baker.

Schubert served as UND faculty representative from 1974 until 1997 before retiring and being replaced by DuWayne Wacker (Accounting and Business Law). Wacker died Nov. 13 of a heart attack.

A search for the faculty representative will begin this spring. Meanwhile, Schubert will represent UND at the upcoming NCAA National Convention, the WCHA annual meeting in April and the NCC annual meeting in May.

NASA has selected the Upper Midwest Aerospace Consortium led by UND Aerospace as one of two dozen research teams to develop working prototypes of innovative uses and applications of the agency's Earth science data and related research. The competitive selection was from among 115 proposals. The five-year project is expected to be funded for $7 million.

Known as the Earth Science Information Partners (ESIPs), the awards respond to a July 1996 National Research Council recommendation that NASA evaluate alternative implementation of product generation, publication and user services for the agency's planned Earth Observing System (EOS) science data system.

The UMAC/UND Aerospace project is for the development of a project, titled "A Public Access Resource Center (PARC) Empowering the General Public to Use EOSDIS (Earth Observing System Data Information System)," led by George Seielstad, Associate Dean at UND Aerospace. Seielstad said the expected funding from NAA for the five-year life of the project is $7 million, although the final figure is yet to be announced by NASA.

"UND Aerospace and UMAC deserve special credit for their work in promoting the Public Access Resource Center concept," said Alex Tuyahov, Manager of Applications Research and Development, Office of Mission to Planet Earth, NASA. "UND Aerospace developed the PARC model in its earlier work for NASA on creating a data distribution system architecture for the Mission to Planet Earth program that broadened the traditional view that research data was for scientists. They created a vision and recommended a system architecture that made it possible to extend Mission to Planet Earth data products to a much broader user community. The PARC concept is, in fact, the concept on which NASA's ESIP program is based."

"NASA's support of our work in the development of the EOSDIS PARC is really a milestone in how the scientific community and a major research organization like NASA view the collection and use of research data," said Seielstad. "UMAC has literally built its organization on the PARC model which is focused on developing from raw data sent down from NASA satellites, useful information products which can be used in agriculture, natural resources management and education. We are delighted that we have led a major national program down a new path.

"NASA's sponsorship of UMAC's work to take data collected by Mission to Planet Earth satellites from the data banks of research computers, process it into useful information and get it to consumers who can make productive use of it is an important step forward. The information will be exceptionally useful to the Upper Midwest region which is highly dependent on agriculture and natural resources, and it will demonstrate to the public the practical value of NASA's unmanned space research activities," Seielstad said.

"This is a significant step in the evolution of our approach to Earth system science data archiving and distribution," said William Townsend, Acting Associate Administrator for the NASA Office of Mission to Planet Earth, Washington, DC. "With our ESIPs, we are working cooperatively with the private sector and the broader user community to greatly extend the use of our data. This future-oriented strategy is just becoming possible because of the tremendous pace of information technology innovation. We have a nice mix of projects to learn from, and I have very high expectations for this experiment."

NASA's Mission to Planet Earth enterprise is a long-term research program designed to study the Earth's land, oceans, air, ice and life as a total environmental system.

UMAC is a research consortium of universities in the Dakotas, Montana, Wyoming and Idaho, along with private sector involvement from US West, COMSAT and JR Simplot Company, and the federal government.

The Institutional Review Board will meet at 4 p.m. Friday, Jan. 9, in 305 Twamley Hall, to consider all research proposals submitted to the Office of Research and Program Development before Tuesday, Dec. 30. Proposals received later will be considered only if a quorum has reviewed them and time permits.

Clinical medical projects must be reviewed by the Clinical Medical Subcom- mittee before being brought to the full Board. Proposals for these projects are due in the Office of Research and Program Development Tuesday, Dec. 23.

Notes from the meeting will be available in the Office of Research and Program Development approximately one week after the meeting.

The University of North Dakota holds orientation programs for new students (freshman and transfer students) each semester. The Phillips Fund Grants for North Native American Research supports research in North Native American linguistics and ethnohistory, i.e., the continental United States and Canada. The Professional Development Fellowship Program for Artists and Art Historians was established to help M.F.A., terminal M.A., and Ph.D. students bridge the gap between graduate study and professional careers. Fellows receive support over a two year period. Use of funds is not restricted and recipients may hold other scholarships, fellowships, or employment during the term of the grant. CAA helps each fellow secure employment or an internship at a museum, art center, college, or university, and subsidizes part of his/her salary. The goal of the Civil Society Program is to promote and support civil society in the United States and selected areas of the world, particularly Central/Eastern Europe, Russia and the Republics, and South Africa, that are engaged in political, economic and social transformation involving citizen participation and empowerment. Grantmaking is focused in four areas: Central/Eastern Europe, Russia and the Republics; South Africa; United States; and special initiatives. The Artist Residency Program of Montalvo, a small community of artists, offers free 1-3 month residencies to writers, visual artists, musicians and composers, filmmakers and playwrights, architects, and artists working in new media. Artists are given fully-equipped separate apartments which contain private kitchens. Visual artists receive studio space. The composers' apartment contains a grand piano suitable for rehearsal or composing purposes. Two Villa libraries are available for residents, as well as numerous intimate locations inside and outside where residents can work and relax. The Children and Families at Risk Program supports policy-relevant research that helps identify "what works" among the many public and private programs intended to assist at-risk families. The overriding objective is to use the best methods of social science to learn if new policy ideas will produce positive outcomes for children and families, especially those lacking stable and nurturing homes. The program supports experimental design projects focused on promising policy innovations, smaller-scale studies or field testing of new ideas for public or private interventions, and analytical or writing projects that seek to synthesize the lessons learned from research and analysis on important issues for the policy community. The Governance Program will have three primary areas of interest: public finance, public management, and regulatory policy. These three areas address the fundamental issues of effective governance: how governments raise and spend resources, how governments manage their internal operations and the delivery of services, and how governments regulate the activities of individuals and private sector firms to achieve public goals. The International Security and Foreign Policy Program supports research and policy projects on issues central to the strategic interests of the United States and has a number of priority areas of interest. The National Poetry Series was established to ensure the publication of five books of poetry each year. Winners of the Annual Open Competition receive $1,000 each and have their poetry published by participating publishers. Applicants should submit book-length, previously unpublished, manuscripts of poetry. Some or all of the individual poems may have appeared in periodicals. The Yale University, Yale Series of Younger Poets Competition is open to any American writer under forty years of age at the time the manuscript is submitted, who has not previously published a volume of poetry. The winning manuscript is published by Yale University Press, and the author receives the usual royalties. All poems must be original; translations are not acceptable. Writers who have had volumes of poetry printed privately or printed in limited editions of no more than 300 copies are eligible. Submissions will only be accepted during the month of February. The Informal Science Education program provides support to institutions for the development of materials and programs to provide stimulating opportunities outside of the formal school setting, where individuals of all ages and interests can increase their appreciation and understanding of science, mathematics, engineering and technology. Grants support projects in which learning is voluntary and self-directed, life-long, vand motivated mainly by intrinsic interests, curiosity, exploration, manipulation, fantasy, task completion, and social interaction. Special emphasis is placed on collaborations linking informal and formal education communities; increasing opportunities for underrepresented groups; and increasing the involvement of parents in science, math, and technology education. The Instructional Materials Development program provides support to institutions with educational interests for a wide range of projects designed to provide new and improved materials and strategies that can help to increase the quality of, and continuously renew, the nation's educational resources in mathematics, science, and technology. Grants support the development of instructional materials and assessment tools to improve science, mathematics, and technology (SMT) education for all students at all levels (pre-Kindergarten through grade 12). NASA/NSF/DOE/USDA/NOAA Joint Program on Terrestrial Ecology and Global Change (TECO). Proposals are solicited for research on terrestrial ecology as it relates to global environmental changes. This Announcement encourages multi-disciplinary applications involving companion experimental/manipulative and modeling efforts to provide critically needed data and information for improved predictions of global change phenomena in three areas: the interactions and feedback between terrestrial ecosystems and the atmosphere, and among linked ecosystems at watershed and landscape scales; the role of terrestrial ecosystems as a source or sink of carbon dioxide and other trace gases; and the consequences of global-scale environmental changes on terrestrial ecosystems, including plant and animal populations. The sponsor funds projects that increase the number of minority physicians; improve the clinical phases of undergraduate and graduate medical education; and enhance the education and roles of non-physician primary care practitioners. The Pfizer Scholars Program for New Faculty provides support (up to $65,000 per year for 2 years) to newly appointed full-time medical school faculty who wish to conduct original clinical or basic research in the areas of Biological Psychiatry/Neuroscience, Cancer Biology and Oncology, Cardiovascular Medicine, Infectious Diseases, or Rheumatology/Immunology. The UND Business Office will work with students attending the spring 1998 semester Wednesday, Jan. 7, through Friday, Jan. 23. The primary responsibility of the Business Office tellers will be fee payment assistance to the students. Due to increased student traffic during this time period you can expect lines at the teller windows. During fee payment Tuesday through Friday, Jan. 13-16, the Business Office will be closed. All students should be directed to the Memorial Union Ballroom. Departmental deposits will be accepted in 202 Twamley Hall between 2 and 3 p.m. only on these four days. Although no receipt will be issued, the deposits must be logged in by a representative from your department. The deposits will be processed as time allows. North Dakota Job Service, currently in 216 Twamley Hall, will move to 211 Twamley Hall Monday, Dec. 29. The spring semester University Within the University catalog is now at the Printing Center. Thank you to all the hosting departments. There are two programs I want everyone to know about even before the catalog is ready. They are:

1997 Individual Tax Returns: Proper Accounting for Casualty Losses. This brown-bag lunch seminar will be held in the Lecture Bowl, Memorial Union, Thursday, Jan. 15, from noon to 1 p.m. This session will be led by Tax Payer Service representatives from the IRS. They will help you understand the documentation you will need to provide in order to claim casualty losses on your 1997 tax returns. The University Within the University has created a partnership with the Parenting Education Resource Center (PERC). PERC has been around for several years and has developed a series of seminars. The "UND Focus on Students: University of North Dakota" fund-raiser for the Donna Brown Family will be handled by the Student Government Office through Friday, Dec. 19. Paid orders placed before Dec. 5 can be picked up at the Student Government Office on Friday, Dec. 12, between 8 a.m. and 4:30 p.m. Since this office will be closed for the holiday, the Student Affairs Office will be the pick up point after Dec. 19.

A revised edition of "North Dakota Is Everywhere: A North Dakota Quarterly Reader" will be available for spring semester.

"North Dakota Is Everywhere" is a lively, provocative and varied collection of literary and historical essays, stories, criticism, speeches, poetry and drama. All articles were originally published in North Dakota Quarterly between the Quarterly's founding in 1910 and autumn of 1996. And all are loosely bound together in theme by writers' responses to life on the Northern Plains. Included, for example, are Thomas McGrath's brief remarks to UND's 1982 Writers Conference -- from which our anthology takes its name.

Originally edited by Steve Dilks and Elizabeth Hampsten, Bill Archibald and Elizabeth Hampsten have revised the pilot edition and it may be purchased for class or individual use beginning Jan. 5, at $10 per copy. Purchases may be made in the North Dakota Quarterly office located in 15 Merrifield Hall, Monday through Thursday between 1 and 4 p.m.

The Coffee Bar at the North Dakota Museum of Art will offer a limited menu for the winter school break. From Monday, Dec. 22, through Tuesday, Jan. 13, sandwiches and hot entrees will not be available, but visitors may choose from a few appetizers, hot soup, French bread, all beverages and pastries. Beginning Wednesday, Jan. 14, sandwiches again will be on the bill of fare, and a full menu will once more be available soon thereafter.

The Coffee Bar will close at noon on Dec. 24 through Dec. 26, and will also close Jan. 1. We thank you for your patronage and hope that these temporary changes will not pose any inconvenience.
